Income tax if living in a foreign country?

I'd appreciate any opinions on this.



A friend of mine is from Taiwan and lives in the US. Her sole income is alimony which is paid to her directly from her ex-husband. There is no 1099 or similar reporting for this income. If she lives in the US, alimony is taxable income and she is paying that tax.



Her friends are telling her that if she lives in the US for less than 1 month per year, she does not have to pay US income tax, and if she lives in Taiwan when not in the US, she doesn't have to pay Taiwan income tax, on this alimony, either.



I thought it was odd you could totally escape income tax.
