memo format

First of all, I hope we can discuss SAMPLE IA, which should be, as one the audio cast says we can ask for help about the sample IA. My question is about the exact format of a memo.



According to EOM1, FAP says a good memo should include

(1) executive summary

(2) data

(3) analysis: methods & assumptions

(4) conclusions and recommendations



But for the sample IA, I find their memos are much simpler. No executive summary, just introduce the background very shortly in a few sentences. Data part is OK, but they do not put it into a "data" section, either. More importantly, it seems to me that (sometimes!) they are not listing the assumptions explicitly. The bulk of the memo is actually a section called "methodology". Any there is no longer any sentences about recommendation, monitoring, etc.



Are we expected (and safely?) to write memo (for IA purpose) at this level of detail? To be honest, if I strictly compare the sample IA solution to some EOM's "MMR" checklist, I think some of the solutions are not perfect ...



Also I assume for FA we are expected to elaborate more details and emphasize much more about monitoring stuff?
