Junk car sale gone bad - WWYD

Details:

Elderly parents had a junk car that had lots of problems with it and it should have be junked. They were going to sell it for junk but sister in law wanted it for her son. Eventually he decided he didn't want it so my brother sold it on craigslist. It was after hours so my brother gave the signed title to the buyer under the idea that the buyer was supposed to transfer it the next day.



Fast forward one and a half months. My parents get a certified letter from the police department. Car has been impounded and is burnt out. There is an outstanding ticket (can't find out how much until Monday).



What should be done at this point? Should we try to contact the buyer? I guess we'll try to contest the ticket but unsure if that's possible since my brother didn't make sure the title was transferred.
