I am looking at two problems: 39.3 and 39.7 (4B-S93:16 and 4B-S92:30). As you see, both are from previous actual exams and one of them has a solution where they merge the groups with expected number of observations lower than 5, while the other one does not (the author does mention that it is unfair for exam to be this way). Neither of these problems have any instructions regarding the "merging" for those with expected observations lower than 5. So on the actual exam, What should I do? Should I always merge the ones with expectation lower than 5? Please help!
