Given the formula P[estimator-(true value) <= k*(true value)] = P is what we use to derive for n, so k*(true value) = std/sqrt(n). however in the solution, it makes 0.05*0.4 = Z(0.975)*std(F(500)) as 0.4 is the estimator for F(500), why do we use the estimator in place of the true value? Thanks!
