In the GAO outline there is a bullet point under "RRG Captive" (as opposed to "Non-RRG Captive"). Does this imply that a captive can also be an RRG? There is a question that asks for the differences between RRGs and Captives, so if there are some instances where they can be the same, I'd be confused.
Can an RRG also be a Captive?
