ASM PE 3 #13 Question

For clarification, I have the ASM 16th Edition 2nd printing, and I have a question on the solutions for the 3rd practice exam, #12.



I'm wondering why the solution is using the withdrawals as their s, rather than the deaths. To my knowledge, I thought the withdrawals are for reduced the risk set, r, for when they happen, rather than being s. In this problem, the deaths and withdrawals seem reversed.



Is my understanding of the Nelson-Aalen estimator wrong? Or is there a nuance in this problem I am not seeing?
