Why for the self-insured WC example is the Frequency selection include AY years 2007 and 2008, but for the XYZ insurer it does not include those AYs?
Is it preferable to include it or exclude that information when you are trying to analyze the latest two years...I guess if I had to choose I would exclude it if there were no real changes to the data because I wouldn't want to the previous years to impact it like ECR method. However, if the data had a lot of changes the I would probably include it.
Also does anyone know where I can find the .8 on level adjustment and the 1.00 tort reform adjustment in the XYZ example of frequency severity method 2? Thanks!
