There are broadly two schools of thought in the Corporate power struggle:
1. Take as much responsibility as possible. You will grow in influence and power, and job security.
2. Relegate as much responsibility as possible. You will make your job easier, less stressful, and make your role in the organization known.
I admit this is something of an oversimplification, but most of us know the departments in our company that are eager to take control, and those that are eager to get rid of it.
In my experience, for example, Actuarial is most often (1), and Legal is most often (2).
