Is the minimum guaranteed interest rate for a UL policy set by the market (less than or equal to the valuation interest rate), or is there a required minimum? The UL model reg references an interest rate in Section 6A, but it just says "all accumulations being at the actual rate of interest at which interest credits have been made unconditionally to the policy" in the minimum cash surrender values paragraph and "interest bases guaranteed in the policy" in the expense allowance amortization section.
