Excuse me if this sounds naive but I work in an area that is not very regulated so I am curious to see what other people's opinions are.
Suppose a regulator doesn't approve your new rating structure. If your corporation is powerful, could it ever be the case that you can willfully use the rating structure anyway in blatant violation of the regulator because the benefit of using it would outweigh any kind of fine or penalty they can place on your company? Is it possible that the corporation can do so if it is powerful enough to overcome any kind of enforcement?
