What if medicare were expanded to all ages?

Are there any publicly available reports about what would happen if medicare were expanded to all ages? Or, the implications of such an expansion?



I'm wondering if any actuaries have seriously thought about this. I'm interested in reports that have sound analysis behind them, not just guessing informed by political ideology.
