Below is a link to this month’s Contingencies magazine. Who would have thought the day would come when a major actuarial professional publication would have a big old cannabis leaf on the front cover? What is this world coming to? :-)
There have been threads on AO about cannabis before, but the posts were mostly individual opinions based on anecdotal evidence. It is now time to substitute “facts for appearances”. My congratulations go to the author and the Academy for starting the cannabis discussion, and for giving us some real facts we can work with.
For decades, the U.S. Government has run a propaganda campaign, based on the Controlled Substances Act, where cannabis is treated as a Schedule I drug, meaning “no currently accepted medical use in the United States”. Really? 23 states, with 3 pending, have authorized medical marijuana for specified conditions. For the Federal government to continue to insist that there is no medical use for marijuana makes our Federal legislators look ignorant (OK, OK, so what else is new, right?). Indeed, we now have 4 states and DC where cannabis is fully legal. In 3 of those states and DC, people can even grow cannabis in their homes for personal use. The times they are a-changin'!
Seriously, though, it’s time to educate the public with the real facts about cannabis use, and it looks like we actuaries have started the ball rolling. If our goal is to assess all the health and mortality risks so we can establish a fair premium for our company’s products, we must do that based facts and not appearances.
