I have to interview people for a school project and got 12 people in person, but want more.
Many states require people to first get a permit, and then they may carry concealed. This amendment would allow anyone who has the qualifications to get the permit to skip it and just carry concealed. If questioned later, they could avoid penalty so long as they still meet the qualifications (no criminal record, recent weapons training).
Those in favor say the application process is a pain: it is expensive and takes too long.
Those against say the police need to be able to quickly tell, from a permit, if someone has the right to carry, instead of doing the background check later.
