Does Medicare Advantage Provide Any Value?

I don't work on Medicare Advantage plans - but seeing news stories like this makes me think the program is completely dumb from a taxpayer perspective.

Other than the fact that AHIP has good lobbyists - why does Medicare Advantage exist when it costs the government more money? From an efficiency perspective - is there any reason this program should exist?
