Why not have the state of Kansas allow legal and tax-exempt under the table trades of cash for Kansas welfare benefits
That way, Kansas welfare recipients can choose between lower welfare distributions in cash form and have nobody to blame but themselves
In exchange for a middle class hardworking person with a tight budget can have more value rewards per their dollar by buying the welfare stamps
This would be good because then the cruise industry doesn't have to be punished by the state of Kansas.
There should be a cash exchange value for welfare benefits and that they can be bought and sold like stock shares
An alternative proposal is that welfare recipients receive welfare benefits that cannot be spent on certain things until a certain mm/dd/yyyy has passed. This incentivizes them to be more frugal with their benefits since they will be worth more in the future
