Similar to my other thread - another appeal I feel strongly that should receive credit.
I understand there could be multiple opinions here as it is hard to measure results to a problem such as this. I believe my alternative answer is a practical way a company handles a situation like this when they are unable to make changes to the rating plan due to IT restrictions.
